For a Chilean institutional or service website, start with the tasks people need to finish: locate a service, understand eligibility, request information or download a document. Compare agencies on information architecture and editorial operations as well as visual design.

Give each team the same sample of real content. Ask them to show how a nontechnical editor updates it and how a visitor finds it using a keyboard and a phone.
